I would agree with Nevarc regarding Hydra. The discrepancy rate is the lowest for me as well and have not missed their payment date since I have been receiving revenue from them.
Some networks are truly horrible and pull some stuff that is in the range of 50-70%. Seems to be some of the really small networks have major scrub issues and are probably at the mercy of the merchants as they begged and pleaded with them to get the deal in the first place.
Just a part of the game and should not be more than 8-11% of your TOTAL revenue from all networks and commissions.
