Those numbers say nothing about domain, if you know what you;re doing go and check all the backlinks. If majority is spammy no-follow comment links you can forget about it

No. Just because the site isn't indexed doesn't mean it's penalized. Google regularly tries to deindex parked domains, or sites that no longer exist.

Most of the time when you start rebuilding it the site will be added to the index once again. This is why you need to check the backlinks and check the archive.org history. If you see any sign of spam backlinks, or spam content on the blog there's a much higher chance it won't reindex and might have been penalized in the past.

The #1 thing is the backlinks the domain has. More important than any metric. If you're hunting for expired domains you should have a good idea of what a powerful organic backlink looks like.

If domain is not indexed in google then forget about it... If the site is not indexed it will lose it's authoriy..i've tried same test for unindexed site with good backlink profile it didn't helped to rank

I can confirm that this is the case - domains that are not indexed are not the same as domains that are penalized. If it has been expired for any length of time then it probably dropped out of the Google index naturally and will return naturally when a site is once more built on it.

How many of this type of domain did you buy and use for a PBN? In my lengthy experience of using this type of domain I can tell you now that they DO help rankings significantly. Otherwise I would have stopped a long time ago ;)

As long as the links are good, you're good to go.

Whether it's currently indexed or not is irrelevant.
18 hours ago I bought a domain that has a very long lasting wikipedia link, and a wall street journal link too. It was deindexed. I put it online with content, and after checking a few minutes ago, it's already re-indexed.

As far as I know pages get deindexed slowly when domain drops for ICANN. I'm not sure if pagerank comes back but you can surely check the pr of backlinks and get an estimate of the type of domain. Do check the anchors carefully because there are many such unregistered domains having good DA PA but are used previously to spam. So do your due diligence carefully.
