Is Generating a Affiliate Linked Pop Up OK or Considered CSing?

    I know cs'ing talk is not allowed, so i'm not trying to talk about it. Just general question about if this could be considered that or if this is how some people market...

    Question:

    - You have a site about whatever, let's say DVDs.

    - If when people visit your site you generate a popup to Amazon.com's DVD section (through your affiliate link).

    - Now the user didn't click on the affiliate link to get there so you'll probably be in violation of Amazon terms due to this, but would this be considered CS'ing? You are bringing the user to a page on amazon related to your site which they did visit (instead of secretly planting a cookie and not showing any affiliate site), though they didnt click to go there.

    Thoughts?
