I've been doing a little bit of content searching recently as an alternative to spending a lot on content writers. I've found some good websites that have expired and their content does not appear to be anywhere else on the internet. It passed a Copyscape and smallseotools.com/plagiarism-checker. Can I use this content for my money site? The content is very well written?

If it passes copyscape I guess there's no problem with using it..

Are you asking. Are you allowed to use it in terms of CopyRight law or are you asking can you use it for search engine ranking?

The copyright of the content on there will always belong to the creators of the content. Often you will be fine to use the content, especially if not used elsewhere, but you can never be certain you are safe to use it.

Lots of people use the content but it is always going to be at your own risk.

Rewrite parts of the content if you intend to use them.

Those content are good for creating backlinks and not on money site IMO.

Just because it doesn't trigger anything on copyscape, doesn't mean it isn't still in google's index

Well, for that you can easily paste a few sentences into google and see if it's there or not. If it's not and it passed copyscape, then it's all green.

However, copyright might indeed be an issue. And it happens more often than you would think. Not that often when you "reuse" the content, but if you for example rebuild an expired domain, that yep, that can lead to some angry guys spamming your inbox. :)

You need to specify in what way you mean. If you mean legally, then no. The copyright is still held by the author.

even if it would be in the google index already, sure you can reuse it without issues. google doesnt instantly penalize if you copy some text, despite what some hobby SEOs think. 25% of the net is duplicate content and thats fine (according to google even). take linux man pages for example. there are many mirrors that have the same text 1:1 as its a manual, but google still ranks those sites. as for copyright thats another story...

In terms of duplicate content, you're fine if it passes plagiarism tests. For now.

In terms of the original owner hunting you down and getting you to remove the content; it's happened before.

You also need to remember that you aren't the only one with this idea so if a few of you scrape the same site at the same time you're all going to have the same content.
