Is common that INSTAGRAM BAN your device ID ?

I'm Not talking about ip or account buy the actaul phone id

This is the first time I heard this kind of issue. Maybe the reason is that Meta or instagram detects that your account is log-in to multiple devices. This is for security purposes as well.
 
Yes. When your old accounts are banned, the browser parameters, IP address that the account operates on, are all blacklisted. So if you continue to create accounts on these parameters, new accounts will still be banned
 
you don't have to buy an actual phone id, just use an antidetect browser with quality proxies
if you take into account the details, set up and use it correctly, there will be no problems
 
Read the Instagram policy when you install their app.
Once the app is installed they have all the info.
META is known for such tricks. Google how they use vpn to intercept the phone traffic to know users behavior.
