Is asking the owner the only way to broke branded items?

Hi, is asking the sales department(or whoever's job is that), of, let's say, Everlane, the only legal way to sell Everlane's items?
If yes, it needs to be official backed by paper, signatures etc?

Is it the same for every other item on amazon?
