Tier 2 links still works in my opinion. Its just that you need to do it the right way.

You'll need a good list, content & good indexing process to get them working,
Things getting harder nowadays and google barely does index the old crappy links (most of the time at least), so using the right content & getting a working indexing way along with the good list is really a must
