Also, this seems to only happen when im logged in..

Is it because of the new upgrade. Im pretty sure they are bringing out a new version of the keyword tool.

It could be due to the fact that they're upgrading their platform to the new "keyword planner".

Actually this worked for me! Turning off Ad Block seems to solve the issue.

I've had the same problem. Didn't think about turning off Ad Block, but switching to Firefox from Chrome has worked for me.

We are and have been using Google Keyword Tool every day for our keyword researching service, yet we did not and haven't experienced any network related issue.

There are three possible reasons what you experienced that. It's either:
    - a Google-based problem
    - a browser-related issue
    - connectivity (internet) issue

Sometimes, a simple restarting of your laptop or desktop computer resolves the issue. That's what we always tell our clients in our Online PC Technical support department. In addition to that, try unplugging your router from the power outlet and plug it back in.
