Two schools of thought here. (1) Make a site, even if it is a spammy scraper site and use blogs to get backlinks because "you can't make money from blogs". (2) Alternative opinion. "Blogs ARE sites" in fact they are better than static sites because they can constantly grow and then ping every time. Who needs static sites?" (Note, I am talking "splogs" here which update using rss feeds are articles, not "real" blogs where you write genuine posts. So, question: If we are talking "splogging" then are the blogs enough by themselves?
As long as the blog is about something you are passionate about, then content should be no problem. If what you are writing about is appealing, and niche then you should be able to attract readers/members, with enough hits/traffic, back links, you now have an asset which can be sold/marketed.
For a content related project where there is not much scope for updating ,a static site will be better. In other cases where there is a need to update regularly, blogs are better. In my opinion, the best thing is to have a combo of both.
I would consider Blog a website. One difference - it is an online journal written to share thoughts with friends on the World Wide Web.

My take on this is that the difference between blogs and web sites is steadily vanishing. These channels are definitely converging.
Most of people using blog as a site and even use blog as a business profile website and able to be a e-commerce site as well. WordPress is so powerful now with plug in the theme that able to create and manage a site easily. That is why people now may looking for blog to create a website .
The blogs in simply is personalize website in which you can just share your experiences, if you wanna deal the blog as a website then its completely possible.

Speaking specifically to Wordpress, yes it is a site, even more it is pretty much a Content Management System like Joomla. Also, Wordpress is inherently more SEO friendly out of the box even more so when you add plugins like All in One SEO.
I think a blog is better because as someone said earlier it is a lot easier to add modify to then a normal website
