I been looking around for a new coder since the last one I had failed to meet the skill level I needed. So I found a guy who will skin a design I've made (both mobile and desktop) and need it to be responsive. Is $400 worth it? I honestly feel like its a bit to much since I can get someone to skin it for a desktop but just because its responsive it will cost another $300?

No good website should cost $100 anyways. If he does the responsiveness properly and manually, I think you're getting a bargain.

If he's using a premade theme, it's not worth it. You can pay $50 for one yourself from Themeforest.

^^ this. It all depends on the complexity & customisations. $400 does not mean anything without knowing the details.

My coder may be able to hit the 250-350$ mark if you're low on budget. Hit the link in my sig & add me on SKYPE.

Give us the details of your project / theme, then we can argue about the price :)

If i'd be out of money i could do a simple theme for $100. If i did ok and would be a highly custom job i'd charge over $1000. Add SEO optimization and usability and goes even higher.

I was quoted $200 - $400 for a simple site design that's responsive as well.
Go for the one that has passion in this field, even if it costs a little more they usually give you the best results.
