Is $200 a month enough to get me a top 5 spot on google maps?

I am in a Niche business in a VERY small town. I have 18 variations of keywords.

I do not know how to get in top 5 but I do know only 1 (who is in the top spot) has an seo guy he pays.

Once there, I believe it will be minimal work to retain the spot.

Is $200 a month enough to keep me in the top 5? I am unsure of rates so no better people to ask then BHW...

It would depend on the amount of competition, how good your competition is, and what you are getting done for $200. Some niches require spending $1,000s per day to stay on page one. Others you can do a little work here and there and stay on page one.

No one can promise rankings, however. SEO doesn't work like that.
