Ireland Proxies

I need proxies to access some Egay seller accounts created in Ireland.
I have the exact IP they were created with.
The prefix's range:62,68,77,78,79,81,84,86,91,92,95,188,213.

Any ideas what I need or where I can get them?
How close an IP do I have to have so I don't get jammed up?

I have an offer of UK proxies.
Will this get me banned? My previous accts were banned using swiss VPN.
