There's a bunch of SM panels out there with functionalities you might like. Though, on the topic of making your own, your best bet here is posting on the Hire a Freelancer section for assistance on the more technical side of things. Check it out if you haven't already.

1. I would go with mix of pre-made script like WooCommerce (with easy way of setting payments up) and then using API with some panel. Obviously you will have to hire someone but it will be MUCH cheaper than starting from bottom. Alternatively you can contact some panels, maybe the one you will resell and ask how much would their script cost you. They call it "child script" sometimes.

Will your customers know it's bought followers or not bc that will depend on the quality of followers cause smm panel may not be the way
