Incentivizing non-insent offers

Hi.
Let's see an example.
First, we choose an offer like email/zip submit or smth like that.
Then we create a landing (name it LP1) saying"Oh, enter your email on the next page, you'll get 100$ instantly, it is backed by USA law" (just as an example, the idea is to cash-incentivize the user which isn't allowed in most cases).
Then, we create 2nd landing (LP2) with a 100% correct content. When the user visits LP2, the script analyzes the referer and if it sees LP1 in it, it redirects the user without showing the content and sets the referer like the user comes from LP2, otherwise the LP2 shows. So the basic idea is that the CPA network sees the correct landing and the actual user is incentivized- profit???

But if it was so simple then everyone would do it.
So where is the catch?
P.S. I'm not promoting this activity and am not trying to perform it myself, just interested.
 
Buddy , networks are very smart , they will detect and once the month ends and you wait for the payment , you will get an email stating -"You have been found using means of promotions not allowed . Sorry we are unable to do further business with you ".

How can they know that?
I don't believe they're so smart, also it's not about being smart but more like Nastradamus because they don't see the actual referer.
The only thing they may find is that the offer doesn't convert.
Everyone says "oh, they are so smart, you can't register with fake data and be payed", but you can :)
 
while doing this type of things you should be smart and today networks became very smart.IMO use cpa-redirector if you dont want to get caught.

If the offer doesn't converting then yes.
But I don't fill the offer with any fake data or sending non-targeted users asking them to fill the offer.
I just promise them something like 5$ or some kind of gift. I don't think that if they don't receive it they will complain (I wouldn't, just would think "fuck, another scam out there" and forget).
