There is an offer at my CPA Network that pays out 3.60USD per insurance lead, and it is incentivized. Does that mean I can pay 3 dollars to someone to complete the offer (3rd page submit), if they are from the designated country, then take 0.60USD for myself?

Sounds too good to be true. But the network is good, as I have been paid all the time, on time.

    Thoughts appreciated.

Best to check with your AM....you don't want to do anything to get you banned. AM's are usually straight forward if you are just honest. Never hurts to ask :)

Incentive is a thing that motivates or encourages one to do something. In this case paying someone to complete an offer and taking a cut is perfectly acceptable, that's how cashback sites and a lot of GPT site work. As long as leads are legitimate then it's fine. Sending through fraudulent leads for example, paying someone to complete the same offer over and over again will most likely result in a ban by your CPA network or at least banned from the campaign.
