mobilenations.com is the site. It looks quite basic but is it html5? And can anyone give some good thorough tips on making something similar?

P.S if you are going to say "just find a theme" please give name of the theme and platform.
    I'd highly appreciate the help!

    Is it html5?

View the source and if it says
it is. So, in this case, it is.

    nonsense question, no offense.
How to crate a similar site to X? You learn what you need to create a site in general - HTML, CSS, JS, PHP, etc. Or you outsource to somebody who has the skill.

HTML4 or 5 is irrelevant. That site may use HTML5 but is not responsive so you could use (x)HTML4 just as well.

    Home Page:
Seems like very straight HTML5. However its all in the "menus" :p
what distinguishes this site. I would recommend getting a "single Page" template and
then just get a freelancer to design a menu.
    This is my theme recomendation:
    Theme name: Core
    Where to buy: Themeforest
    Price:14$
