Shows whether competition is low, medium, or high for certain keywords. What does it refer to?

if ppc competition is normally low will it also be relatively easy to rank for those keywords?

Not necessarily, low PPC competition means there are no advertisers for that keyword thus making ranking for that keyword a bit pointless but you can still monetize it if you're ranking for a larger site since you can funnel the traffic.

If you want to know the real SEO Competition, look at the following of the Top 3 sites ranking first page:

    1. On-page SEO, ie: title, description, headers etc.
    2. Off-page SEO, backlinks (particularly the quality of backlinks)

Also you might want to consider domain age and page rank as well.
