    Expanding the dispute eligibility period from 45 days to 180 days will only increase the number of scammer buyers, if a genuine buyer doesn't chargeback within 45 days, what makes paypal think they will in 180 days. This opens a gateway for more scammer buyers, this is a bad news for paypal sellers.

    What paypal should do is to mark transactions as non intangible objects, that way scammers won't even have the choice to open a dispute.

    I don't see how is this change an improvement for sellers ? Now they will wait anxiously for 180 days to pass over.

    Policy regarding Intangibles should be straight forward. "NO REFUND".

    This just means that some scammer can benefit from a service/software license for 6 months then get his money back and get away with it! If the buyer doesn't have a reason to ask for refund in 45 days then why would he in 180? Buyers should just not get in long term contracts with any service/seller he doesn't trust and just do month to month payments so each transaction has it's refund window and once passed it is over.
