I'm looking for someone who can do my tier 2/3 links

I've looked through the services here but can't find something that really fits my specifics.
I don't have any automated link building software, nor do I really have an interest to buy them right now.
I'm looking for someone who provides a service that I can use to create tier 2/3 links.

I want to stay away from fiverr because I guess these services aren't great.
Can anyone point me in the right direction?

Can I ask why you don't want to use the services on Fiverr? These are Tier 2/3 links.. so I don't think you'll need to stress about the quality too much (even still, there are plenty of quality link building services on Fiverr if you actually do some proper digging).

And what are your "specifics"?

I've used them in the past but have found the ones i've used, to be not great.
Do you have any you can recommend?

interested in this as well ....... its hard to find a good web 2.0 provider for tier 2-3.
