Proxies will be used only for validation, no email will be sent.

Static ISP providers don't allow email sites because as soon as one user spams with email, the whole subnet will be blacklisted

The only providers that would let you do this will make your purchase a block of 128 or 256 IPs for a contract minimum specifically so you are paying for the damage to the subnet's reputation.
