Sell a product? Sell a Service? Rent list?
Spam the hell out of that list, get yourself a few good linux VPS, get yourself a sick ESP like pathdrop, DAgent or IronClad, get a few good private IPs and start testing.. keep in mind you would need around $5k to start with that.
Where did the list come from?
If its from ScrapeBox, then probably its useless...
did you buy the list? or maybe downloaded from a torrent site?
how do you know they are unspammed?
It's not scraped, public, or anything.
It's from a database. I have names, DOB, usernames, pwds, countries too.. haha

Hacker, if you have their passwords.. Don 't touch the list.

Create a product, sell it
Make them to double optin to your autoresponder
Test them first.. See how they are reacting and then make them opt-in.
What niche are these emails for? It all depends on the niche as to what you need to offer.
NSA database leaked?
That depends on where the list is from. Sell them a similar product they already bought in the past. Or try to offer something relevant, at least.

Ditto on that. A huge unsegmented list can be a nightmare. Better to have a list of 10,000 known niche with known buyers, than 100 times that of unknown quality.
If it originated from a db there may be 'marker' data in there that will trigger an alarm if it shows up anywhere it is not supposed to be
If you don't know their interests, whether there a business or consumer customer or what they have bought in the past you need to do a bit of fishing to offer them something that will work.
How about testing a small amount with a question.
Split it by country and get busy, or find an offer that accepts them all and get blasting. If you have that many it's obviously not niche data, so just drop bombs man. If it's a legit db then you should have an extremely high active/open rate, assuming you're not going to be living in the spambox. Unfortunately you probably will since none of them are opted in and you're going to be starting with fresh IPs that haven't been warmed up. Whoever said to test it first is right, I've got hundreds of millions of unique emails, and I've even got a little over 100 million that are verified accounts. The problem is you'll see such a high complaint rate and you have no way of filtering out any honey pots really. I definitely wouldn't go dumping any money into some elaborate setup no matter how many emails you have unless you know you're going to be able to turn it around. If not, you're probably better selling off pieces of the list. Maybe start with someone you trust that knows how to mail properly and let them test 50k or 100k and see what it brings back. If you randomize your list good then you should be able to get a good idea of what it's going to do and charge accordingly.
You have 100 million emails that you claim are legit and obtained legally yet don't know what to do with it?
It is a database? With user names and passwords? And DOB's?
...add "get an attorney" to the suggestion list.
Also important is the age of the list...I tried to email old customers once(from few years back) and ended up getting my mailing server shut down due to too many bounces.
