If i purchase a Expired Domain, so should I 301 redirects, its sub-pages to it's root domain?

Are you sure that the domain is not toxic or not required any testing before you redirect to your money site?
A plain 301 redirect would be appropriate for churn and burn sites, but not for money sites.

if you can rebuild relevant topics on the internal pages its better to move each internal backlink to a new internal page to avoid any kind of discounting or google treating it as a soft 404

All SEOs say you should redirect old pages with links to at least new single page.
Best is to redirect page-to-page.

You might buy an expired domain with excellent metrics and a clean profile. But still, you can't say that the domain is fresh and has no toxic element till you test it. So I always test the domain before adding it to my network or redirecting to my money site.
