A plain 301 redirect would be appropriate for churn and burn sites, but not for money sites.

Whether it is appropriate depends on your goals.

I'm not sure is it working still, but you can try to
301 red to an internal page, not to the home page.

if you can rebuild relevant topics on the internal pages its better to move each internal backlink to a new internal page to avoid any kind of discounting or google treating it as a soft 404

You can move all HP backlinks to new HP though

All SEOs say you should redirect old pages with links to at least new single page.
Best is to redirect page-to-page.
Redirecting all old pages to a new homepage as said before will be soft 404, and it looks 100% unnatural.

what is your mean about this please ?

You might buy an expired domain with excellent metrics and a clean profile. But still, you can't say that the domain is fresh and has no toxic element till you test it. So I always test the domain before adding it to my network or redirecting to my money site.
