As far as I know, no you can't. That's like trying to change the MAC address of your computers Network Interface Card.

Nope, I did not! & I don't initially believe it to be stolen, I purchased it though off FB and it seems the IMEI isn't working. Could be another reason, such as a person who has quit their contract without paying off their phone.
Thank you, that is a very good example to compare it with. As making your PC appear to have another MAC address is quite trivially easy, and people commonly do that (for instance if you want to be able to use the "Free WiFi" at the library for a little bit longer).
Search for "imei repair" instead of change imei.
AFAIK, I dont think you can change it without some dongle/hardware/etc. (I could be wrong)
I know that currently "Volcano Box" can definitely repair imei on iphones.
Also, that is still a stolen fone under those circumstances. Just sayin
In the future don't buy a bad IMEI phone unless you know what you're doing lol.
