If i get a Google penalty from PBN links, can i just remove the links to remove the penalty

Not really. You need to submit a reconsideration request to Google to revoke the penalty.

That's absolutely not true. If you go a little crazy with the disavow tool and show google that you've "really" repented, there is certainly a chance that they will remove the penalty. It also depends on how much you were spamming the site. You wouldn't pursuit an appeal for a churn 'n burn site for example.

OP the penalty you are talking about is based on the algorithm and removing the link will balance back out, maybe not as good as before though.
