If I buy this, will my site be penalized?

If I buy a 500 social bookmark service off of fiver, but have them drip feed it with 100 every day with a direct link to my site which is a new site, would that be bad? I have a lot of web 2.0's and Article submissions for my tier one, but I was wondering should I have those 500 links be sent to my tier one links or my direct site? If I have it go to my tier one I will probably do like 2k or something, and then with tier 3 I will do like 20k and then some other spammy links also.

Also, are just a good bit of web 2.0's and article submissions good enough for my tier one you guys think?

Yes unique content with manual web 2.0s are great for tier 1 and I would never personally trust any fiverr gig towards my money site you should send them to your web 2.0s as a tier 2 setup good luck!

You'd do more bad than good if you don't know what kind of links they are. For ex, is it okay for you if the next bookmark that shows under your site links to a porno site? Handpick the quality bookmarking sites like delicious, stumbleupon, technorati, digg, slashdot, etc.., and bookmark them yourself. I'd say the web 2.0's and articles that you already have is good enough at passing contextual link juice. Don't dilute them with spammy links. If you really want that bookmarking package, you can try them on any of your Tier 1 properties.
