if another one copy and paste my articles in his blog , what can i do ?
Google has a "cache". You will not be penalized for dupe content, though, you might want to fire off a report. File a DMCA or contact their hosting.
Someone correct me if I'm wrong. I've had my content stolen multiple times and received no penalty.
If your article was indexed first then there is nothing You should worry about. Copied content will considered as duplicate content.

Depends. If you have a way to track your competition, you probably can steal their new content if it's not indexed yet (usually only works up to a few hours after they post) and force index your post by using google submit url + google fetch
Copying others work is illegal and against adsense rules. I don't need proof to know they will ban you
I feel like in a situation like that, both sites would get slapped. Are you relatively knowledgeable about modern indexing? If so, consider posting a thread about it. I still see people asking questions about their problems with indexing lately.
And there is another technique to make sure google knows who posted first(Even if you posted after) but I can't explain it in public or people will abuse it and it's gonna be a shitfest.
Most people having problems with indexing spammy links, and honestly I still haven't found a good way to index them either, but indexing your own money site is quite easy since you don't really care about footprints and what not.

I had a feeling that THIS was what this thread was about. Nobody stole your stuff. Rather, you were inquiring about what would happen if you stole others. Surely you wouldn't be concerned about whether or not they can monetize your content. You'd only be upset at the fact that they stole it. Go read the AdSense TOS (assuming AdSense is how you'd like to monetize). It will clearly spell out how they feel about stolen content. Do it at your own risk. I just wisb you'd say what you mean instead of lying about it and making up other lies to hide your intent.
If he is using a bot try use canonical tag and u will have all the credit, if is manual try add links to ur pages for make linkbuilding extra
Always index ur pages fast, its important has a feed page in some oficial platform like FeedBurner of Google, the feed page has always fresh articles and Googlebot crawl with very frequency
