It depends, check the domain's backlinks portfolio- if it's spammy most likely the domain has been penalized and that's the reason why it's deindexed. Don't rely just on metrics, these are often fooled easily.

If the domain passes your legitimity check, go ahead and register it, it may get indexed again as the reason why it's been deindexed is simply due to being expired for a long time.

You should check domain backlinks and archive for any possible spam. Of course a lot of expired domains are deindexed from google because there's no content at all. Why would google keep them indexed?

I've registered all my expired domains that weren't indexed and when I put some content on them, they get indexed usually within a week or longer. If you want faster indexing, than I suggest submitting your domain url to google or add it to googles webmaster tools.

You have think about this for yourself...

When a domain expires and the pages are no longer available why the fuck would google keep this broken website in their index?

They won't and don't. All expired domains will eventually be de-indexed.

Check the domain for spam, check if you can access the old website through the way back machine and recycle content, see if there are any powerful links you can make use of.

Check the anchors and the backlinks. If everything is clean and decent, you will get them indexed within 72hours without any problem.
I always register de-indexed domains. For me, about 1 out of 30 is penalized.

Mostly all the expired domains are deindexed. When it comes to my point of view it would be best buying a new domain and build it as you want. This will reduce the risk. If the expired domain is deindexed due to some spammy links then it is not possible to index again and if you wish to buy the same domain then do some research on it and find the history of the site. If you are satisfied with the site then go ahead.

While google does deindex the sites, once you put it back up, Google looks for the old files again. This is probably a bug everyone can use to their favor.

Wait for some days. Start building content on the website slowly but regularly. Build backlinks from the good sources. You will see your website back into the search engines.

You do run the risk that I may not re-index in case it was peanilized, check way back machine and anchors in majestic, the rest is a gut feeling!
