I am looking to register an expired domain with clean backlinks (no GSA spam whatsoever), but it has been used as a PBN before by looking at the wayback machine.

Question is, is it still advisable to use?

Tricky question, you would have to consider why the owner of the PBN network let the domain go in the first place.

Try and do research in locating the promoted money site that it did before, if the moneysite is still up and running well then I wouldn't buy the domain just because that webmaster must have let it go for a reason, if the money site you find is down and has been down for a while then you can safely say that the webmaster has given up on the site/niche and you could feel a little better knowing that the domain may be healthy.

I would not recommend it. There is very high chance that it might have penalty if it still holds very good TF CF PA DA stats. Unless the backlinks had disappeared (which is not unusual at times for dropped/expired domains), there is very little chance that a PBN owner would leave the domain without being penalized.

There's a probability that they are deindexed or penalized. It's better to avoid such domains.

Just avoid it and go for some other. There is a possibility to get de-index.
