A buyer paid for a "service" and then disputed it. He won, but there is no money in my paypal account as I spent it, but my account is showing negative. I read the paypal email which said that "the buyer has been refunded, but there were not enough funds in your account to cover the refund, so your account is in the negative". Does that mean paypal paid the buyer out of their own pockets?

    It was a stealth account

Your account isn't linked to a credit card or a bank account?

Paypal will cover it, and you will have to pay it back to them. If they never recieve any funds from you, they will still be protected by their insurance, plus the billions in fees they charge people every year. But still, just for the sake of doing the right thing you should pay it back :)

Let me modify it a bit from what @2011nfl has said. In case your account or credit card isn't linked to paypal and given you really don't want to be using the same paypal again in the future and have no interest in paying PayPal back for what you owe them, PayPal will need to cover for you. But since this is highly inappropriate business practice, you may want to square up with PayPal as and when you have the required sum of money on you.

You will need to add funds to make your balance 0 from negative, else paypal may reverse couple of your "money sent" transactions to recover the funds.

Why do you think the buyer disputed the transaction? Did you do enough to please him but PayPal still sided with him? This is more of an ethical than a legal question. If I delivered what promised and if the buyer decides to scam me then I'd blame PP and let it die.

But doesn't the buyer get the money back even if they don't reverse some of the money sent transactions?

Yeah, Paypal would cover it initially. Usually if someone looks for a refund and the dispute gets as far as Paypal they'll grant them that refund, and if you don't have the funds available they will pay it themselves, but they will look to recover it from you using any means open to them. That'll include IP address, taking from any money you receive via that account and so forth. If you can make good with them it's probably worth doing it to save headaches later on.

Sounds like people can scam PayPal, the other way around now. Create a stealth account then have a legit account pay you, withdraw the money then dispute the transaction from the legit one = free money.

    actually this is very true

also hackers are fucking legit persons

it happened to me. i got paid and delivered virtual product. but for this product i paid real money

then it revealed those were hacked account payments. all refunded . negative 500

but if you are a true business owner pay depth to the paypal. it is more logical and profitable thing to do.
