You can promote the site all over the internet :D but it all depends on the results you want to achieve...

If you want to grow your site visibility on the search engines you should read Harro's post on Backlinks
    hxxp://blackhatworld.com/blackhat-seo/black-hat-seo/6870-all-about-backlinks.html

If you want to attract more members you should still read Harro's post and make some email marketing and consider some traffic exchange sites. The people who use the traffic exchange sites are webmasters and people connected to the e-commerce they will be interested in the crisis subject.

By the way.. I think that a forum on crisis is a god place to find good articles to be used in e-marketing campaigns :D

Depending on the way you promote the crisis may end before your forum gets to 2000 users, building a forum its not an easy job!

Its important to link exchange, pay people to post on your forum so that you have content quality posts and quality asnwers, digg a lot (and when i say a lot i say A LOT) pay for some reviews on economic blogs and websites.

The most important thing is to realise that the forum wont maintain alone, so you realy hae to do your dutty as admin

I would setup a blog with a forum attached to it.

You can get people to register for blog updates, which you cunningly put in the forum for them to discuss.

most hard thing to make is to make peoples to do something :) .... even on crisis they aren't doing too much , I have my license of vbulletin and vbseo like not used till now because I didn't had yet resources need to promote enough to worth it . Most hard thing with the forums is they are user generated content , and if you wanna be like DP forums for example with half of posts made '' thanks for sharing '' or with corrupt mods ... honestly I don't think is worth .
