The inexperienced or new people on Upwork don't know how it works and hence we get to see such job applications. Unfortunately it is not easy to hire native speaking writers now as everyone thinks that they qualify for the job. Having said that I have also come across people with poor job applications but doing extremely well when actually given the chance.
