    Just target those keywords which are mostly searched from those countries. You can use Google adwords tool to check the local search number for each country

    Correct meta tags does wonders. There's statements that say Google ignores this, but that's untrue, I've ranked terms for Australia that's .com, hosted in the US and ranked in Australia due to meta geo tagging (granted, the backlink profile was good enough to rank globally in this case).

    For UAE:
    Code:
    <meta name="geo.placename" content="United Arab Emirates" />
    <meta http-equiv="content-language" content="ar"> <!-- if site is in arabic -->
    <meta name="geo.region" content="uae" />

    For USA:

    Code:
    <meta name="geo.placename" content="United States" />
    <meta http-equiv="content-language" content="en">
    <meta name="geo.position" content="x;x" /> !<-- if necessary or state targeted -->
    <meta name="geo.region" content="usa" />

    For India:

    Code:
    <meta name="geo.placename" content="India" />
    <meta http-equiv="content-language" content="in">
    <meta name="geo.region" content="india" />

    Now, to rank in these regions, you might have to do some targeted backlinks such as:

    1. Backlinks from site hosted in that country
    2. Hosting your site in your country helps
    3. TLD from your country (ie: .in for india)

    This contextualises your website for that country.

    Global link building will take care of 90%.

    Then for the rest, use the local Google search engine for each country to do some scraping for link opportunities. Build links from the respective countries and you'll get that extra local boost you need.

    Finally, make sure you're using some country specific keywords in your link anchors, like country+keyword, region+keyword, city+keyword. That extra localization will help!
