I have about 85 percent do follow links as of right now. I want to increase nofollow diversity and general link diversity. Are social signals the best way to increase this? As I understand building web 2.0s and PBN with no follow is pretty pointless.

Are blog comments safe for tier one? Thought they were better for tier two's?

Not at all. It's supposed to be used for tier 2.

Manual blog comments from related sites are good for tier 1. Most are no follow

For Tier 1, why not you should try to get the nofollow links from the top authority sites because for nofollow link you can get only traffic so if you can get it from high authority sites then it's very power full to your site. Also, you can try with blog comments and pbn as the tier 2 links.

I prefer blog comments for Tier-2s. Social shares will be the better option for No-follow diversity. Also, there are many options out there to get no-follow links from top authority sites. Even examiner.com offer no follow links only. You could try that as it gives both diversity and traffic.
