When I comment on some sites with a link to my site, the comment is blocked. Is there a way to comment this website without blocking the comment

No you could ask the webmaster for a link exchange which might work out better for you.

Simply comments can be disabled for that post. In case if that website uses akismet or another anti spam plugin, you can try different browser/private mode, enable vpn (at least Opera browser built-in vpn), fill another/random email and try in the comment to mention some words which are related to article's topic. If no success, just move on and find another websites where you can leave your link easily.

You can't do anything about it. Some free blog commenting sites are available try on those.

Obviously the site owner has blocked comments. Nothing you can do

Try with free blog comment sites. Or ask the site owners that you can pay for that and do it...

Some of the blog owner may blocked the comment sections. You can contact them for links. Also, there are lot sites available for free. You can try them.

Without blocking comments, you should only leave comments on free blog comment sites.

High Quality sites do not instantly approve all of your comments. Comments are only approved if they are relevant to his page, even if they include a link.
