Where can i get a US Paypal without being in the US?

My main purpose is to create VCCS

I think i saw people selling this cheap here on BHW, use search.
Can you please explain me how does this thing work, my country is not in paypal whitelist so i can't use it.

pp us you need a bank us . with vcc you can remove 500$ withdraw limit
