Hi everyone,
I want to create my own PBNs, content - vps - IPs are not problem, I can handle them in the time.

What is the cheapest option for bulk domain buy?
AND
What is the cheapest extensions but, not just for first year, contionusly cheap.

For buying domains in bulk, you can check GoDaddy Auctions or Expireddomains.net for affordable expired domains. If you're looking for cheap extensions that stay affordable over time .online, .site, and .info are good options.

.site extension is definetly life saver price and thank you for auction idea
 
First of all, decide whether you want your PBNs to be general, region specific, or niche focused. This will help determine the best domain extensions for your needs, making the next steps clearer.
 
If you don’t care about the domains, just buy the cheap TLDs (.xyz, .online, .site and so on). Otherwise, start hunting for expired domains!

PBN domains are domains that were once legitimate sites, this is the whole point of building a network. You want to leverage the authority built up on that domain in the past. You need domains with good links pointing to them that have not been abused/repurposed already. What you said about building up the stats yourself doesn't make sense because it defeats the purpose of creating a network in the first place.

Lets say my main site address is "insurance . com".
I want to buy "insuranceuk . site", "carinsurancede . site" etc. and created sub sites about my main site and buying quality backlinks to them.
I don't want to DA 90+ , 23 years old highest quality domain(s).

I want to learn, play and make practice.

All people are talking like, I gonna create an empire with things.

You don't need to be so serious.

1 site + 3 subsites also PBN,
1 site + 500 tier1 + 3500 tier2 + 45000 tier3 sites also PBN.

Tbh, as I mentioned recently above messages, I don't care and probably but cheap TLDs.

You are completely right, like German people they preferrer the click .de sites more than the other extension.
But for english general topic websites doesn't matter.
I will listen this geographic tip, thank you so much.

One more thing. When you reply you should multi quote. Means stacking one quote above the other like this. Mods don't like it here if you do separate quotes. You could get an infraction in that way. Just a heads up.

Read the newbie guide man. And take it easy. You'll learn at your own pace.
 
Use https://tld-list.com/,
Sort the domains by renewal price and you'll get the cheapest long-term domains,
There are other similar websites for domains price listing and they usually don't come up with bulk prices,

Keep in mind, a PBN with a ton of fresh domains is not as useful, you'll probably end up investing more than if you're investing in auction domains,
The setup, content, design, reg dates, etc... to set everything properly will rise the overall network costs, it would be better to get fewer authority ones
