I had better luck with bing than google adwords but I was marketing to an older demographic. Google might be better when it comes to the Tech Support niche though.

YOu don't have any option left except Bing, so why are you asking? Google banned Tech SUpport in 2013 August for running ads

I've been running tech support campaigns through PPC for several years... would you be open to purchasing leads rather than generating them yourself? The learning curve can be incredibly steep and very competitive when you're first starting. If you do get up and running you will have to face a bidding war with the big players in the space that can afford to pay triple the lead cost. Not to mention the it's very likely that Google or Bing will suspend your account within a few days of your first ad running.

Not trying to discourage, just wanted to let you know what you're in for if you go down that path. It is doable, it will just take a lot of time and money in most cases to figure out how to make it work and build stable campaigns that don't go down every other day.
