Pump up your daily limit to about 5-10x what you really want, adwords is very cautious if you have a $25/day budget and you will likely not see any results. Most of the time it will not come near your inflated budget.

Fix your ads. Have you got any ad that got 100 impressions or above and no click? Fix that one.

Bid on all three search matches, broad, exact and phrase. Bid slightly lower for broad match. Overall, increase your bid higher than your previous bid even if it means spending more money.

Goal is to get your CTR high so that Google pays attention, displays your ads more and offers you lower bid estimates for first page results. After that, you can decrease your bids again, when you are sure your ads have good ctr.

If it's a new adwords account, you may be under review. They may jump in and review your account anytime, even after they've started displaying your ads. Usually takes around one day.
