If the Bitcoins are on paxful , you have to pay the fees for transfer they are demanding. You cannot escape it. Next time,do not receive it there at first place. Receive on local exchange where you can sell for local currency and there is no need to transfer at all. Charging 30 dollars for BTC is very awkward .
