I need to push down links in SERP in a measurable way....

I have a client that is currently engaging in White Hat / Positive SEO tactics and content and has around 3 specific links he wants to have demoted off page 1 to page 5 or worse. We are looking at a tactic that includes engaging in all of the worst tactics that Google recommends you don't do. They key is that we need to show that these three links are dropping, not just that other content is rising. Any help with this? We have a decent budget to work with (around $1000).
