fiverr maybe? or PM other Instagram pages and offer them creating content for them. actually having a skill makes it easier to recommend things lol. offer them a week trial, and then monthly plans. check what content they make and do something a little better on the same style. or in the style you are comfortable with. i would say gun for medium accounts, but actually, just PM lots of accounts. getting clients can be a numbers game oftentimes.
