That last monitor has something called "Senseye technology" that automatically adjusts the monitor settings.
I got a couple of Philips 274EQHAW for one of my work stations they were around 150 each on offer. Bigger than your request but I found this helps reduce the strain!

I currently also search for more screens, yesterday i checked some 40" 4k tvs (400-500$) which can be used as monitors, maybe you want to take a look at 4k tvs as monitor replacement
for picture clarity ips panel wont be beaten
my wife has lcd 24 inch philips i have 22 inch lg ips and color diff
is off the chart
