i live in Hungary, i don't have a clue about the laws regarding to hookah tobacco unfortunately, all i know that laws regarding to tobacco are getting stricter and stricter generally:
    - you can't smoke inside bars, pubs, restaurants anymore since the beginning of this year (which is a good thing i think, i'm a non-smoker)
    - there is only one tobacco shop allowed per 2,000 inhabitans
    ...

but i think if you translate the word 'hookah' to to those languages above and do a search on google, you'll find authority blogs & forums, so you can contact the owners/members, they might know the actual tobacco laws or can point you into the right direction

The Laws are pretty much the same, and you can't move tobacco products cross countries legally. So even if, let's say you import to Slovakia and then move it to Germany, you will need 1st to pay the added value tax of 21% in Slovakia....and you can't claim it back, because essentially you are smuggling it into Germany plus you have the import tax....
I have tried to do the same thing to save money on the product itself and raise my margins....but it seems the govs have already thought about it toooo.

yup, it's basically all the same across the EU. You can buy tobacco products cheaper in some EU countries, but you will need to smuggle it across (open) borders.

No free movement of goodies when it comes to highly taxed stuff like tobacco, alcohol and gasoline.
