I need suggestion for this kind of website

User comes to the website, register and can add their website and can rate other website or review other website or there own.

I need suggestions to promote it.

what I am thinking is to,

fill the website with lots of new website which are on the web(only new) and the seo ofcourse
PROBLEM - how do i find those new website?
I am searching on google and it shows up "best new website 2013" something like that but not newer websites..

what kind of seo should I perform on this website and what are your suggestions?

Thats tough, a social roll out is a must and you will need to rank it for those types of keywords for sure as well. Nobody can give you an SEO blueprint, but I'm guessing that to rank 1st page for those terms you'll need some pretty solid budgets.

Probably start by creating social posts like "Top 10 New Auto Websites" and then list several new sites with pictures and then encourage social shares from other platforms back to your website.

Did u tried to look on facebook. It might be crazy but there is actually a lot of groups like that.

you can add this website link through Facebook,twitter. you also can create a blog with back links and also can add the documents in market place..
