I need someone to create a login system for my website

I have a membership site that I purchased a few months back. Everything was working fine with the login in the beginning, but the member's area was visible in search engines(you could click on the links and view all the pages in the member's area without logging in), and when I had the site redesigned, the person who did the work password protected the member's area. So, when you login now, you enter your info and hit the login button, then, a second box pops up asking you to enter your info AGAIN. Many, MANY people have trouble logging in for some reason, like 1/3 people. I don't know exactly what is going on with these people who are not able to log in because most of these people don't give me enough details. Not like I'd be able to help anyways... If I knew how to fix it, I would have already done that. I don' t know anything beyond basic html. I have had many lost sales and had many chargebacks because of this, it needs to get totally revamped ASAP.

Currently, the login is in php. Another member told me that and was going to whip a new one up for me but after a a few days I never heard back from him. So, I need a completely new login system designed. I want my users to be able to create their own username and password (right now everyone uses the same info! How ghetto, lol). The new login system must keep the pages in the member's area off limits to anyone who might see one of the member's area URLs in google or even type in the URL directly, and I don't want multiple boxes popping up asking the user to input their login info... enter it ONCE, and let them in. I do NOT want the login credentials to be case sensitive, and I would like to have it somewhat secure, things like max log in attempts of 5 and locked out for 15 minutes. I don't care HOW the login is designed (php or whatever, not my area of expertise, just needs to work and meet the above requirements). If you can't make it so that users can create their own username and password or if that's too much work, just forget about that for now. I can always go back and deal with that in the future, but right now, I just need to get a reliable way for my users to log in so they stop complaining to paypal.

I don't know what the going rate is for something like this, but I can't imagine it's a whole lot. I would be paying via paypal upon completion of a working log in system that meets the above requirements.
