I need some suggestions from you guys, I'm starting to build backlinks to my new website and your suggestions will help me to avoid penguin penalizes.

Generic anchor text 60% is this ok ?
    naked url's 20%
    exact match money keyword 20%
What is the minimum required of links from related websites ?

I will also use social shares ,

I already have couple successfully websites making about 35 Euro per day from Adsense , but I'm always thinking about the big G algorithm because I realize that if one of this percent is to high the ranking will drop and it is very hard to know the exact percent that Big G did configure it in their filter algorithms, Please make me some suggestions guys , thanks

I stick to 33% main keyword, 33% LSI, 33% generic/random. Seems to be keeping everything safe. Good luck.

In my experience it's safe to go up to around 40% exact match then keep the rest a mix of broad match and randoms. But needless to day, make sure all of the longtail broads you choose have search traffic so that you benefit from them beyond just keeping your anchors diverse.

There is no perfect ratio. Just do a backlink/anchor text comparison of the top sites for the keyword you're targeting and get the average(s) of those sites.

I would recommend comparing at least 10 sites, that way you can eliminate the chances of one of those sites being a spam site that's temporarily ranking from skewing the results.

Both Ahrefs and MajesticSEO are good tools for this.

There is nothing like ratio. For High PR web2.0/Articles use direct anchors. Every other place use generic anchors/naked links.
