I would either start on a fresh domain or just start building STRONG authority links from private high pr blog networks to weight up the low quality links instead of wasting time on what your thread is about. Just my few cents.

I don't think these type of services are reliable. I agree with the @rasmusk, start fresh or build some high quality links :)

yeah. But the success rate is not very good. Most of these webmasters don't even reply. I have tried this before and got only a few links removed. And most of the times the whois information is faked.

in my experience, this is a complete waste of time.
I advise start a new domain. if your site is so important, try building high quality backlinks steadily.

But link removal is something I wasted a lot of money on with NO RESULTS.

It depends. If its a brand or elite domain you don't want to loose it. Then this is the only option left. If your domain got manual penalty disavow'ing links only won't help you.

If you will have the list of those bad links, I would still upload it to G's Disavow tool... one never knows... and it's free and doesn't take a lot of time.

    BTW greetings from SVK ;)

You could look at BHW's Market Place offering that kind of service, or you could hire a freelancer to handle the job for you.
