So I started a website which is a also journey here, currently its 39(dancing a lot) and between 20-30 for long tail keywords. I bought some packages initially buy have no money to buy. I tried building a PBN, but as it turns out that has a lot of hidden costs.

What are some ways I can start link building for free?

Get directory submissions? I know they are spam and your links won't last and so on, but thats the best free source of backlinks I guess. I know websites that represent company products that have directory backlinks and they are ranked in top 10 (not sure why Google hasn't penalized them yet, it's been over 6 months and they are still top 10).

There are so many ways it is unbelievable. Manual blog commenting, video production and submission, social bookmarking, forum posting, article posting to web 2.0 etc. In fact you are even in a better position because you are not forced to be lazy and automate everything and everyone knows that google favours manual link building.

Google doesn't like you building links at all. Whether it's automated or not makes no difference in principal.

If the OP doesn't have the money to automate their link building then they might be best considering producing some exceptional content which they can use for outreach, the white hat way.

There's little point spending lots of time manually creating low quality links. If you're going to spend a lot of time on this then at least try and get some quality.

You're going to find it difficult getting good links for free unless you're building a high quality site. If that description fits the site you have, you can reach out to other blogs in your niche. It's an effective way to get awesome links for free. All you need do is publish helpful content and, I repeat, have a high quality site.

If I had endless time and no money, I would build a Web 2.0 network and start submitting videos in my niche linking to my money site. Cheap, takes some time, but it very effective.

The easiest thing you can do is to write 5-10 decent quality articles of about 350-400 word range with the content being related to an inner page of your site and post them on a couple of web 2.0 accounts you manually created. Post article one a day on each account. Wait about a week or so after you posted the first article and check to see if the web 2.0 you created has been indexed yet, go back in and edit one of the articles and find a phrase related to a topic on one of your inner pages and make a link back to the inner page on your site. Keep it up until you start to see serp movement for your site then keep doing it. In the meantime, also create some profile accounts only for the link diversity and naked url links.

If you have the time blog commenting is free and still very useful for many depending on the niche. I have an investment niche and over the years blog commenting has helped with brand awareness, helps me practice my writing and arguing skills (which increases my ideas and ability for further content) and gives me a small percentage of direct link traffic. If you are helpful, informative, or dramatic it could make a great impression for people to visit your link, from a related blog article.

And I guess there is some (small) SEO value too.

You can do some manual blog commenting in high pr sites and create some high quality web 2.0.

I would start with some good web 2.0s and some social bookmarking. Also build tier 2 links to them to give them some authority and a lot more link juice. Do 10-15 quality 2.0s and 20ish bookmarks and see how it ranks after a couple of weeks.

Another option aside from what was suggested above is outreach. Finding webmasters in your niche and just contacting them to write a guest post for their site. That can get you some very nice links if you manage to stick with it until you get good enough.
