I have my own blog. Is it necessory to have blogspot.in blog to promote my blog? I live in India. Please suggest me to put my site in first page, is it necessory to create a blogspot site and maintain it? Moreover, Do I need to maintain diff content in blogspont and my personal blog? And what about the links from blogspot to my site to improve my site rankings. Please help.

Not necessary at all, you don't have to do anything you wrote above. In fact it's not really effective to do so. Make sure you get quality backlinks to your site, for ex., through guest posting.
