I have a lot of potential clients contact data, how do I use it now?

I am a freelancer and have been freelancing for a few years now.
I recently found out a way to get my hands on the personal data of clients on Upwork looking for freelancers. I want to use that data to advertise my services to them outside Upwork or use it to build trust and get more clients.

What should be the best way of doing this in your opinion?
 
Advertise on BHW
It depends but you can start email marketing.I think it's best option for IM services if you don't have their number or anything more

I would have started email marketing but for now I don't have emails. I have phone numbers and addresses. And that is why I am confused.

Call them up and check in on them. Ask for referrals if they are happy with your service.

Do not text them with "Dear Sir" guest posts outreach offers.

It depends on the niche you are looking at. But fairly a couple of thousands in every segment. It also includes the meta data like how big the client, how much they spent on last gig and when, etc.
But I am not sure how this data can be used effectively to get more customers for myself. Directly calling them up seems fishy to me.
 
If you know their niche or what they are looking for

You can run ads to reach them via fb custom audience. Best if its like 10k+ emails or phone numbers

Using need ecommerce website as an example:

You can run an ad to buy ads for them to get more sales
 
To add on,

If you database is big enough. Like 100k+ and you can prove they are recent

You can sell the method for like 20-30$

Or the each niche database for like 300$ each
 
You could message them through their contact form if you know their website url.
 
Use this list for selling something they might interested in.

Can you please elaborate more. I don't have emails and have never run ads on Facebook.

Even if I find a way by which I can use the data of my niche, I am looking for some ways to make money off of the other records. Do you know where I can provide this service ($ell) online?
